(Action Plan is essentially the programme that the treaty circle envisions to reach the goals and objectives defined in the treaty – principles and commitments. It is important to understand that these commitments proposed are not for others to implement but for those endorsing the treaty to embrace and commit. Hence this becomes the key strategic part of follow-up)
